The Torque Actuator Assy is the motive force behind the Dbl ARM. It rotates the DBL ARM to 60 and 180 degrees,
both CW and CCW. It uses Rotary Hydralic Vanes to do this. It also moves the DBL ARM up and down, in order
to seat and release tools from the chuck and pods. As each piston arrives at an end position, there is a sensor
that lets the control know the action is complete.
